(VOVWORLD) - Party General Secretary To Lam on Saturday worked with the Dien Bien Party Committee to clarify the province’s strategic choices and identify appropriate directions so that the Dien Bien Phu spirit truly becomes a driving force for development.

He called on the province to prioritize completing personnel arrangements and improving the capacity of commune-level cadres, stressing that the two-tier local government model must operate in line with a people-centered, enabling approach.
The Party leader urged Dien Bien to focus on developing transport, digital, technological, and data infrastructure, while paying close attention to training a high-quality workforce to ensure sustainable development. He emphasized the importance of national defense, security, and external affairs, noting that safeguarding the border is essential for development, and that development in turn helps firmly consolidate the border.
On the occasion, General Secretary To Lam presented Lunar New Year gifts to policy beneficiaries, people with meritorious service, and disadvantaged households, and donated bicycles and schoolbags to underprivileged children and students in Dien Bien.
