Shaping a new growth model to create breakthrough momentum

(VOVWORLD) - In the Political Report submitted to the 14th National Congress of the Communist Party of Vietnam, the Party reaffirmed its strong commitment to fine-tuning its institutions for a socialist-oriented market economy. For the first time, the concepts of a digital economy, a green economy, a circular economy, and a sharing economy are officially and systematically incorporated into the Congress documents. This marks a breakthrough in thinking about economic development, opening up a fresh vision and momentum for Vietnam’s future growth.

At the 13th National Party Congress in 2021, the Communist Party of Vietnam identified the digital economy, the circular economy, and green growth as development models increasingly adopted worldwide. Vietnam set the goal of building, during the 2021–2030 period, a green, circular, environment-friendly economy.

A step forward in theoretical thinking

Presenting the Report of the 13th Party Central Committee on the draft documents submitted to the 14th National Party Congress, General Secretary To Lam said at the opening session of the Congress on Tuesday:

Lam said:  “We aim to establish a new growth model based on the knowledge economy, digital economy, green economy, and circular economy. Green transition and energy transition must be implemented decisively and systematically, closely linked with energy security, environmental security, and competitiveness requirements. Circular economic development must focus on efficient resource use, promote technological innovation, raise standards, and adapt to new global trade and investment norms.”

The inclusion of those economic models in the Congress documents represents a new stage in theoretical thinking about Vietnam’s market economy that is aligned with global transformation trends.

Associate Professor Dr. Dao Ngoc Tien, Vice President of Foreign Trade University, said: “This is a fundamental change, a breakthrough in thinking and perception, as we place greater emphasis on the green and circular economies. If we keep pace with these emerging trends and position ourselves as pioneers, Vietnam will gain a competitive advantage. This will provide a stronger foundation for our economy and businesses to overcome global uncertainties and challenges.”

Hoang Van Cuong, a member of the National Assembly’s Finance and Economic Committee, said: “Today, the green and circular economies have become a global transformation trend and an inevitable path. Since the 13th National Party Congress, we have addressed this issue, demonstrating early awareness of the times. By identifying the right direction early, Vietnam can move faster, take the lead, and keep pace with developed countries without falling behind.”

Establishing a new growth model, unleashing breakthrough momentum

Awareness of the green economy as an inevitable global trend and a pathway to Vietnam’s prosperity is becoming increasingly clear.

Nguyen Xuan Thang, President of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council, said:  “We must adapt to major global transformations, including digital transformation, green transition, energy transition, and human resource transformation. This will allow us to fully harness national potential and advantages, create breakthroughs in economic development, and improve productivity, quality, efficiency, and added value.”

To achieve these goals, the documents call for accelerating innovation and improving economic institutions to remove long-standing bottlenecks in economic management, focusing on developing modern productive forces and unlocking resources for growth in the new context. This approach reflects a growing recognition of the decisive role of institutions in ensuring the quality and sustainability of economic growth.

The shift is creating mindset changes among businesses and local authorities, as green, circular, and digital economic models become new competitive edge.

During discussions on the Congress documents, Hoang van Nghiem, Secretary of the Son La provincial Party Committee and Head of the provincial National Assembly deputy delegation, said: “Son La has identified key tasks and solutions, including promoting the application of science and technology to develop clean, high-quality agricultural products that meet domestic demand and international export standards."

"We are developing a circular agricultural economy, clean and organic agriculture, high-tech farming, and deep processing and reuse of by-products. Agriculture is closely linked with industry, tourism, and services, and production with preservation, processing, and consumption. We are also promoting renewable energy, making full use of solar, hydropower, wind power, and biomass energy,” added Mr. Nghiem.

The inclusion of the digital, green, and circular economic models in the documents of the 14th National Party Congress reflects a new step forward in theoretical thinking and the Party’s determination to renew the growth model. When translated into concrete institutions, policies, and coordinated actions, this will provide a foundation for enhancing Vietnam’s competitiveness, creating sustainable growth momentum, and effectively adapting to fluctuations in the global economy.
