The leader stressed the need to fundamentally renew thinking on ethnic affairs, encouraging ethnic minority deputies to actively reflect grassroots challenges and propose policies suited to the specific conditions of each locality and community.

He emphasized the need to shift from mere support to creating conditions for development and providing opportunities for people to improve their lives. The goals are to reduce poverty, increase income, sustainably improve living standards, narrow development gaps, and ensure substantive equality.

“It is necessary to enhance resilience, professionalism, and accountability in your activities. The deputies must have the courage to speak up, propose ideas, take responsibility, and follow through on the issues they have raised. Effectiveness should be reflected in parliamentary sessions as well as measured by tangible improvements in people’s lives,” said Mr. Lam.

He urged the Ethnic Council of the National Assembly to further promote its strategic advisory role by proactively researching and proposing policies, increasing field surveys and promptly identifying institutional obstacles, particularly in the implementation stage, and increasing field surveys to promptly identify and recommend solutions to institutional bottlenecks. The Council must truly become a bridge between ethnic minority communities and the National Assembly’s policymaking process, said Mr. Lam.
