The session will consider 51 agenda items covering major policies and development plans. National Assembly Vice Chairman Do Van Chien said Hanoi had reaffirmed its role as the country's leading growth engine through comprehensive achievements in the first half of 2026, with economic expansion at 8.22%, outpacing the national average.
Hanoi also launched construction of five key urban railway lines, accelerated work on seven bridges spanning the Red River, and began implementing its Low-Emission Zone project within Ring Road 1.
Mr. Chien stressed that Hanoi is a strategic growth pole that plays a leading role in helping the economy grow more than 11% in the second half of 2026.
“We need to promptly review and adjust the growth scenario in line with realities, remove all development bottlenecks, and mobilize every available resource for growth. The performance of Party organizations, government agencies, and officials, particularly those in leadership positions, should be assessed based on measurable outcomes such as economic growth, state budget revenue, progress of major projects, and the disbursement of public investment. It’s important to ensure that every decision leads to effective action and tangible benefits for the country and its people, contributing to the building of an orderly, disciplined, safe, civilized, harmonious, and prosperous society,” said Mr. Chien.
