The PII provides data to help localities formulate and implement measures to improve their innovation performance.

Hanoi led in 18 of the index’s 52 indicators, including research and development capacity and spending, the number of science and technology organizations, and the proportion of businesses engaged in R&D and innovation activities.

The capital also ranked first in indicators related to intellectual property, including patents, utility solutions, plant varieties, trademarks, and industrial designs, and indicators related to poverty reduction and human development.

The top 10 localities in the 2026 PII rankings are, in order: Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Bac Ninh, Hue, Da Nang, Thai Nguyen, Tay Ninh and Hung Yen.
