For 2026-2030, Hanoi targets average annual GRDP growth of 11%, with GRDP exceeding 113 billion USD and per capita GRDP reaching at least 12,000 USD.

The digital economy is projected to account for at least 40% of GRDP, while the cultural industry is expected to contribute around 9%.

Vu Dai Thang, Chairman of the Hanoi People’s Committee, said, "The main growth driver remains the service sector, with construction playing a crucial role. But from 2027 to 2028, new high-value, high-tech sectors—especially socio-culturally significant fields like healthcare, education, culture, and tourism—will provide a massive boost to complete the city's double-digit growth targets."

Under the plan, Hanoi will accelerate implementation of the Capital Master Plan with a 100-year vision, alongside specific urban and rural zoning plans. The city will also complete a planning information system, digitize geographic information system data, and make planning databases publicly available for residents and businesses to monitor.

Hanoi is mobilizing resources to accelerate development of its urban railway network, targeting 100 km of completed lines by 2030 while mastering investment, management, and operational technologies.
