Attending are General Secretary of the Communist Party of Vietnam Central Committee and President To Lam, Prime Minister Le Minh Hung, National Assembly President Tran Thanh Man, as well as incumbent and former leaders of the Party, the State, the National Assembly, and the Vietnam Fatherland Front.
The opening is broadcast live via the Voice of Vietnam and Vietnam Television. The session is being held in-person in Hanoi and is divided into two phases: the first phase runs until November 14, and the second phase from November 20 to November 21.
In his opening remarks, National Assembly President Tran Thanh Man urged for efforts to complete extensive agenda with matters of strategic importance. He highlighted legislative work, saying "The National Assembly will look at 47 draft laws and resolutions, with plans to deliberate and pass 43 of them, while providing feedback on 4 others."
"This represents the largest legislative workload since the beginning of the current National Assembly term. Many of these bills have a direct impact on production and business activities, the legitimate rights and interests of citizens and enterprises, and the nation’s overall development, particularly in land, housing, commerce, real estate, and investment."
The requirement is not merely to complete a large number of laws and resolutions, but to ensure that those enacted are of high quality, practical, coherent, and consistent within the broader legal system, the top legislator added.
Mr. Man said the National Assembly will determine the socio-economic development plan, the state budget estimates, the allocation of the central budget, and the public investment plan for 2027, in addition to addressing other significant matters within its authority.
Regarding oversight, the top legislator said, “The National Assembly will consider a report on the opinions and recommendations of voters and the public, the outcomes of addressing these recommendations, and the handling of citizen reception, the processing of petitions, complaints, and denunciations."
"Sessions for questioning and responding to inquiries will be conducted. Every opinion and decision must prioritize the national interest and the legitimate rights of the people, clearly reflecting a sense of dedication to the Fatherland and service to the people," Mr. Man added.
Following the opening remarks by the National Assembly President, deputies heard a report presented by Prime Minister Le Minh Hung on the implementation of the socio-economic development plan for 2026 and the proposed plan for 2027.
