National Assembly Chairman Tran Thanh Man chaired a meeting on Sunday with parliamentary leaders and heads of provincial delegations to finalize priorities ahead of the first extraordinary session of the 16th National Assembly.
Mr. Man said the 3rd Plenum of the 14th Party Central Committee had adopted major strategic policies for Vietnam's next stage of development, stressing that the legislature must ensure those decisions are translated into effective laws.
"The National Assembly must improve the quality of every legislative decision so that every law and resolution removes bottlenecks, unlocks resources and creates new momentum for development," he said.
Lawmakers are expected to review 33 agenda items during the special session, including the passage of 15 draft laws and four resolutions, initial deliberations on seven additional bills, personnel matters within the Assembly's authority, and six major issues related to socio-economic development and investment.
Mr. Man stressed that the session should be "urgent but not careless, decisive but not simplistic, and ambitious in reform without compromising legislative standards."
He said the session carries an extensive agenda with measures that will shape Vietnam's institutional framework, economic development and government organization. While most major policy directions have already received approval from the Party leadership, he said it is now the National Assembly's responsibility to translate those policies into high-quality legislation.
Mr. Man also called on legislative bodies to eliminate overlapping regulations, ensure consistency across the legal system, and carefully assess the constitutionality, legality and practicality of major policies so new laws can be implemented effectively from the moment they take effect.
