Speaking at the closing of the 4th meeting of the National Assembly Standing Committee in Hanoi, National Assembly Chairman Tran Thanh Man said the success of the legislature should be judged by its ability to remove obstacles to growth, unlock development resources, and improve people's lives.
His remarks came as the Standing Committee completed reviews of 28 of the 33 agenda items for the National Assembly's first extraordinary session, scheduled for August 3-24.
Mr. Man echoed Party General Secretary and State President To Lam's message that implementation must be built into policymaking from the outset.
"Relevant agencies must embrace this principle throughout the process of finalizing draft laws and resolutions. They should not only focus on perfecting the legal provisions but also prepare implementation plans, review detailed implementing regulations, ensure the necessary conditions and resources are in place, so that once approved by the National Assembly, the laws and resolutions can be put into practice immediately for the benefit of people and businesses. The success of a National Assembly session should not be measured solely by the number of laws and resolutions adopted, but more importantly by whether those policies effectively remove bottlenecks, unlock resources, create momentum for development, and improve people's quality of life," said Mr. Man.
With several major legislative proposals set to be considered at the extraordinary session, Mr. Man said agencies should continue refining draft legislation to make it clearer, more practical, and capable of gaining broad consensus before lawmakers vote.
