The top leader of Vietnam addressed Vietnam-Russia Science and Technology Forum themed "Connecting Strategic Technologies" in Moscow as part of his state visit to Russia.
In his opening remarks, Russian Deputy Prime Minister Dmitry Chernyshenko said that Vietnam has long been a trusted partner of Russia. Bilateral relations are grounded in a tradition of friendship and mutual support, spanning numerous fields, with science and education serving as a key area of cooperation.
The Deputy Prime Minister noted that, in accordance with the two countries' Joint Statement, 2026 has been designated as the Year of Vietnam-Russia Educational, Scientific, and Technological Exchange, with dozens of events already planned. He further highlighted the significant potential for cooperation in the high-tech sector.
General Secretary and President Lam proposed that the two countries focus on five major strategic directions. "We must develop large-scale, flagship science and technology programs and projects that symbolize the cooperation between Vietnam and Russia in this new era—the Nuclear Science and Technology Center being a prime example. This new phase calls for new initiatives and programs that allow future generations to witness the tangible results of our bilateral cooperation."
"I look forward to both sides exploring the development of joint strategic technology programs and shared research centers or laboratories, while also launching projects that involve research institutes, universities, and enterprises from both nations. Enterprises should be regarded as central players in scientific, technological, and innovative cooperation.”
Mr. Lam said he encourages Russian technology and energy corporations to increase investment and technology transfer in Vietnam and urged Vietnamese technology firms to proactively seek investment and partnership opportunities in Russia.
At the Vietnam-Russia Science and Technology Forum, the Vietnam-Russia knowledge network was officially launched. The event also featured the exchange of cooperation agreements regarding science, technology, and education between the two countries.
