Chairing a meeting of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation in Hanoi, attended by Prime Minister Le Minh Hung and Standing Member of the Party Central Committee's Secretariat Tran Cam Tu, Mr. Lam urged authorities to move from tracking implementation progress to delivering measurable outcomes.
He stressed that every task must clearly define the problem to be solved, as well as the final product, intended users, responsible agencies and evaluation criteria. A task should be considered complete only when its results are put into practical use and produce verifiable impacts.
"Resources must be concentrated on developing market-ready products and competitive enterprises. Every ministry, sector and locality must clearly answer what technologies they are developing, what products they are creating, who they serve, which markets they target, and who is responsible for bringing those products to market. Science and technology have real value only when they create new benefits for society," said Mr. Lam.
He added: "All research must focus on practical application, commercialization and strengthening the competitiveness of both the economy and society. Every ministry, sector and locality should become a center of innovation in its own field. We must build a learning society, a creative society, and foster a culture of innovation that permeates every part of society."
