This marks the first time a Party leader and President of Vietnam will deliver a keynote address at the Shangri-La Dialogue, one of the leading defense and security forums in Asia and the world.

Each year, the International Institute for Strategic Studies (IISS) traditionally reserves the keynote address - the opening and most prominent speech of the dialogue - for national leaders and heads of state from countries playing an increasingly influential role in regional peace, security, and development.

Earlier on Thursday evening, General Secretary and President To Lam, departed Bangkok, concluding an official visit to Thailand.
