The event was held to review the organizational apparatus and two-tier local government model implemented nationwide a year ago. Hai Phong currently has 114 communes, wards, and special zones, which have quickly stabilized and operated smoothly following the overhaul, without any disruptions to services.
The city has aggressively streamlined its organizational apparatus. Its efforts have led to outstanding economic growth, resulting in a 11.8% GRDP growth in 2025, placing Hai Phong in second place nationwide. In Q1 of 2026, Hai Phong maintained a GRDP growth of 11.2%, the third highest nationwide.
Secretary of the municipal Party Committee Le Ngoc Chau stressed that the two-tier local government model is a new method for local governance, aiming towards a lean, effective, and responsive local government that better serves its people and businesses.
"Evaluations of personnel must be carried out on a regular basis. Officials will be assessed based on their workloads and the quality of their works. Those with poor performances shall be promptly replaced. Capable, ethical, and dedicated officials must be identified, developed, and encouraged. We are determined to build a team of sharp, disciplined, honorable, decisive, and reliable officers, civil servants, and leaders at all levels."
