The Congress brings together nearly 500 official delegates representing more than 5.6 million Red Cross officials, members, volunteers and youth nationwide and leaders of the Party, the State, the Vietnam Fatherland Front, ministries, sectors, and international organisations.
For the 2026–2031 term, the Red Cross Society has set several targets, including mobilising at least 25 trillion VND in resources to support more than 50 million beneficiaries; ensuring that 100% of Red Cross Societies at the provincial and commune levels use a unified digital platform; fully digitalising all processes for receiving, managing and allocating resources to ensure transparency and accountability; mobilising around 9 million units of blood; and providing first aid training to between 1.5 and 2 million people.
The 12th term will focus on three strategic breakthroughs: comprehensive digital transformation, including the digitalisation of humanitarian beneficiary databases, greater transparency to build public trust, and stronger community connectivity; the development of a green humanitarian ecosystem through innovative approaches, resilient livelihood support, and sustainable development; and the building of a professional, proactive volunteer force capable of delivering rapid on-the-spot emergency response.
