It will be the first state visit to Russia by Vietnam's top Party and State leader in both capacities as Party General Secretary and State President. The visit comes amid significant global changes, while underscoring both sides' commitment to their traditional friendship and long-standing ties.
Evgeniy Vlasov, Vice President for International Relations at the Far Eastern Federal University and Director of the Institute of Oriental Studies, said: “General Secretary and State President To Lam’s visit will draw considerable attention and open up important opportunities for cooperation, as a number of projects will be discussed and high-level meetings will be held during the visit. Businesses of the two countries will have an opportunity to further explore potential areas of cooperation and identify the next steps. What is important is to establish strong links among three key stakeholders: businesses, universities and the State.”
The visit comes as Vietnam-Russia relations are enjoying strong momentum. The two countries upgraded their ties to a Comprehensive Strategic Partnership in 2012, with high-level exchanges becoming particularly frequent over the past three years.
Notably, Russian President Vladimir Putin paid a state visit to Vietnam in June 2024. In May 2025, Party General Secretary and State President To Lam, then serving as Party General Secretary, and his spouse made an official visit to Russia to attend celebrations marking the 80th anniversary of Victory in the Great Patriotic War.
Mr. To Lam’s visit to Russia reflects the strong determination of the two countries’ leaders to further position and elevate the Vietnam-Russia Comprehensive Strategic Partnership.
