Prime Minister Hung said this day is not only an occasion to honor scientists, intellectuals, and entrepreneurs for their achievements in research, development, application of science and technology, and innovation, but also an opportunity to awaken pride in Vietnamese intelligence and innovation, especially in the younger generation.

The PM requested strong and feasible incentive policies that must be accompanied by detailed guidelines for immediate implementation and must clearly identify bottlenecks and obstacles, prioritize resources for strategic technologies, core technologies and technology enterprises, and develop the capital market for innovation, venture capital funds and innovative startups.

“There must be a breakthrough mechanism. If we apply the usual process and mechanism, we will not be able to invest in innovation. The challenge is to place orders, accept controlled risks and use the final product and output to evaluate the effectiveness of state investment. Capital from enterprises and society is encouraged to jointly invest in a number of priority products. The state's financial mechanism must be very open and create conditions for ministries, institutes, schools and businesses to collaborate on research," Prime Minister Le Minh Hung.

Prime Minister Hung also stressed the need to boost international cooperation, establish mechanisms for foreign businesses investing in Vietnam to transfer technology, gradually participate in and master strategic technology chains, and strongly utilize the network of Vietnamese intellectuals and experts abroad.
