Covering 6,300 hectares, the FTZ is spread across three non-contiguous sites linked to two key economic hubs: the Dinh Vu-Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone. The city envisions the FTZ as a globally competitive center for manufacturing, logistics, trade and services, high tech, and finance. The project will promote high-tech industrial development, innovation, and digital transformation in line with Vietnam's green growth strategy, while positioning Hai Phong as a leading economic hub in Southeast Asia and beyond.
Nguyen Van Chuan, Deputy Head of the Hai Phong Economic Zone Authority, said: "The Hai Phong Free Trade Zone offers maximum openness in administrative procedures for investors. Priority sectors like high tech, semiconductors, artificial intelligence, research and development, information technology, and strategic infrastructure are eligible for a special investment mechanism with streamlined procedures. Foreign investors are no longer required to obtain an investment registration certificate in advance and can follow the same procedures as domestic investors, significantly reducing processing time."
Hai Phong is prioritizing investment in semiconductors, artificial intelligence, electronics, electric vehicle manufacturing, support industries, and logistics. Through simplified investment procedures, tax and land incentives, and policies to attract highly skilled workers, the city hopes to capitalize on the current global supply chain realignment and build a green, high-tech manufacturing ecosystem.
Dang Thanh Tam, Chairman of the Asia-Pacific Sustainable Green Development Joint Stock Company, the developer of the Tien Lang 1 Industrial Park, said: "The Free Trade Zone and non-tariff zone in Hai Phong offer attractive tax incentives and extensive administrative support. There are policies on vocational training and infrastructure development, creating opportunities for local communities to grow alongside investors. These are practical measures. As an infrastructure developer, we’ve moved quickly to seize this opportunity and invite more investors."
With its strategic location and well-developed transport network, including a deep-water seaport, an international airport, and integrated road and rail connections, Hai Phong has all the prerequisites to develop a modern, large-scale free trade zone. This will be a new driver of economic growth, supporting the city's ambition to become Vietnam's leading maritime center and one of Southeast Asia's premier international business hubs.
