During this conference, the PCC members will examine all issues relating to the implementation of the PCC”s resolutions and conclusions, identify strengths, shortcomings, and causes, and propose recommendations and measures to overcome the shortcomings. In order to reform and enhance the Party leadership in mass mobilisation work in the new situation, Mr. Trong said that since the issuance of the resolution of the 8th session of the 11th PCC, the Party’s mass mobilization work has been renovated, achieving historic results in national construction and defense. Mr. Trong emphasized the necessity of reforming and consolidating the Party leadership in mass mobilization in this period. Trong said: “After identifying difficulties, challenges, shortcomings, and causes, we have to work out targets, requirements, guidelines, assignments, and measures to reform and consolidate the Party leadership in mass mobilization in the new situation. in order to increase the bonds between the Party and people, the Party must look after the latter’s material and spiritual lives, respect and uphold their mastery rights, strengthen and render Party organisations and local authorities transparent, making the Party worthy of its position as loyal leader and servant of the people.”
Mentioning the draft amendments to the 1992 Constitution, Trong asked the PCC conference to uphold the Party’s Platform, Resolutions, and Conclusions of the PCC’s 2nd and 5th session on revising the 1992 Constitution, and scrutinise a report on elaborating and forming opinions on the draft amendments. The Party chief asked PCC members to listen to the people’s recommendations, form sound opinions, and maintain principles that are the essence of the State and the political regime. The Constitutional revisions must affirm that the Vietnamese state is a law-governed socialist State of the people, by the people, and for the people, and led by the CPV; state power belongs to the people with an alliance of workers, farmers, and intelligentsia at its core; state power is united and has assignments, collaboration, and control among agencies in implementing legislative, judicial, and executive rights.
In regard to Party building launched over the past year, Mr. Trong urged his audience to review and draw conclusions and evaluations to serve as a foundation for better direction and implementation of the resolution. He hails the initial results: “Party organizations, officials, and members have realized the importance of Party building in the new situation, the urgency and necessity to reform and reinforce the Party to purify and strengthen it. It’s crucial to identify one’s responsibility to the Party and nation and raise high the sense of self-awareness in implementing the resolution. The preparation and implementation of self-criticism and criticism should be a mass political drive in the Party.”
Party leader Trong also addressed guidelines on personnel planning for strategic-level positions and responding to climate change. The CPVCC will give opinions on regulations, criteria, and methods to select candidates for personnel planning including the number of candidates for each position, age, genders, and social background. At this meeting, the PCC will debate objective and scientific ideas to build a resolution on coping with climate change, natural resources management, and environmental protection.
