Cooperation between Vietnam’s National Assembly and China’s National People’s Congress is of great importance to bilateral relations, serving as a channel to strengthen political trust, share governance experience, and establish a favorable legal framework for further cooperation.

The Vietnamese top legislator’s visit is expected to deepen the Comprehensive Strategic Cooperative Partnership and advance efforts to build a Vietnam-China community with a shared future that carries strategic significance at a higher level in the new era.

Parliamentary cooperation plays a key role

Professor Mi Liang, Director of the Center for Southeast Asian Studies at Beijing Foreign Studies University, told a VOV correspondent in Beijing ahead of Mr. Man’s visit that parliamentary cooperation is closely linked to the development needs of bilateral ties.

Mr. Mi Liang said: “Relations between Vietnam’s National Assembly and China’s National People’s Congress are an important component of the Comprehensive Strategic Cooperative Partnership between the two countries. They play a key role in bilateral relations by providing a legal foundation, strengthening political trust, and reinforcing public support. Through institutionalized exchange mechanisms, the two legislative bodies have made significant contributions to building a Vietnam-China community with a shared future that carries strategic significance.”

As bilateral cooperation expands, the need for a stronger legal and institutional framework is becoming increasingly pressing. Through legislation, oversight, and exchanges of experience, the two legislative bodies can help address institutional bottlenecks and create favorable conditions for high-level commitments to be implemented.

Following its inaugural meeting in 2025, the second meeting of the Cooperation Committee is expected to give parliamentary cooperation fresh momentum and make it more substantive and effective.

Vietnamese Ambassador to China Pham Thanh Binh said: “The second meeting will help ensure that this mechanism operates regularly, with clearer agendas, content, and priorities. The two sides will review progress in implementing previously agreed initiatives and explore key areas for cooperation in the coming period. They will seek to establish legal frameworks, oversee the implementation of bilateral agreements, identify and help resolve policy and legal obstacles in a timely manner, promote alignment between the two countries’ development strategies, particularly in infrastructure connectivity, economic and trade cooperation, investment, science and technology, innovation, digital transformation, and human resource training.”

Bringing Vietnam-China relations closer to the people

Amid global uncertainty and new challenges in development, security, and international cooperation, maintaining dialogue, deepening mutual understanding, and strengthening trust have become more important. Regular exchanges between the Vietnamese and Chinese legislatures play a significant role in this process. The two countries have worked closely at regional and global parliamentary forums. Professor Mi Liang said: “The visit will build on the long-standing tradition of regular exchanges between the leaders of the two Parties and countries. Through direct, high-level dialogue between the two legislative bodies, it will help translate the strategic consensus reached by the top leaders of the two Parties into a shared legislative commitment. This will further strengthen political trust, with each side regarding the other as a priority in its neighborhood diplomacy.”

NA President Man’s visit reaffirms Vietnam’s consistent policy of considering relations with China a strategic choice and a top priority in its foreign policy.
