(VOVWORLD) - The second plenum of the 14th Party Central Committee opened in Hanoi on Monday, with Party General Secretary To Lam describing the agenda as a wide range of complex and urgent issues that cannot be delayed. The matters under discussion, he noted, will form the “legal corridors,” “operational rules,” “discipline principles,” and “standards of conduct” needed to translate Party resolutions into reality, laying a firm foundation for achieving Vietnam’s two centennial strategic goals.

The plenum will consider and decide a number of particularly important issues of foundational significance for the successful implementation of the Resolution of the 14th National Party Congress. These issues are directly linked to the Party’s leadership capacity, governing effectiveness, and combat strength, as well as to the country’s rapid and sustainable development in the 2026-2031 period and beyond.
Laying foundation for operation of the entire term
According to General Secretary To Lam, the plenum takes place amid fast-changing, complex, and unpredictable global and regional developments. Domestically, Vietnam faces major opportunities for breakthroughs, alongside demands for renewing the growth model, accelerating growth, improving institutions, reorganizing development space, and effectively operating the two-tier local government model. He underscored that this plenum will lay the operational foundation for the entire term.

The Party leader said: “The full-term working agenda, working regulations, Party Charter implementation rules, and provisions on inspection, supervision, discipline, ideological work, coordination mechanisms, and key state personnel are the “structural framework” of the system. They serve as conduits of power, standards for upholding principles, mechanisms for controlling power, and tools for promoting democracy while maintaining strict discipline. Each item must be carefully reviewed in line with the Party Charter, the Constitution, the requirements of building a law-governed socialist state, and the practical realities of national development.”
The Party leader also called for a deep understanding of the need to renew the Party’s leadership methods.
“As the force leading the State and society, the Party’s leadership must be absolute, direct, and comprehensive. The Party must continuously improve its leadership to make it more precise, scientific, and effective. Reform will enable the Party leadership to embrace a stronger strategic vision, more coherent institutions, tighter inspection and supervision, greater accountability, better cadre selection, clearer decentralization, closer implementation oversight, timely policy review, and more responsive policymaking amid the complex global fluctuations and national development demands,” said the Party leader.

A stronger Party for faster, more sustainable development
General Secretary To Lam emphasized the importance of correctly “positioning” inspection, supervision, Party discipline, and the fight against corruption, wastefulness, and negativity, describing them as vital to maintaining public trust. He stressed that Party building must be closely linked with national development and improving people’s living standards.
General Secretary To Lam said: “All regulations, policies, and decisions of the Party Central Committee must aim at strengthening the Party to enable faster and more sustainable national development; improving the state apparatus to better serve the people; and ensuring cleaner and more capable cadres to build public confidence. They also seek to clarify operational mechanisms to enhance local proactiveness; unlock resources to boost economic growth; and create a solid basis for achieving the goals set for 2030 and 2045.”
Party leader To Lam further noted that the socio-economic development plan for 2026-2031, along with the national financial plan and the medium-term public investment plan, must be considered not only from a managerial perspective but also through strategic thinking.
“A key priority is to identify pathways to achieve GDP growth of over 10% throughout the 2026-2031 period and beyond. The overarching task is national development. Identifying an appropriate development model and ensuring strong economic growth are central and decisive issues. Urgent challenges include preventing economic crises and mitigating the risks of conflict. Successfully addressing these threats will provide the foundation for Vietnam’s development now and in the future,” said Mr. To Lam.
General Secretary To Lam concluded that the 14th National Party Congress has charted a new development direction for Vietnam. The ongoing plenum is tasked with translating the Congress’s vision, aspirations, and strategic orientations into concrete operational mechanisms, organizational frameworks, principles of action, and the Party’s effective governing capacity throughout the term.
