Working together to achieve development goals

(VOVWORLD) - Shortly after the 14th National Congress of the Communist Party of Vietnam adopted a series of breakthrough decisions last month, a strong wave of action is sweeping in the apparatus from the Government down to the local level. Strategic goals written into policy documents are now being translated into roadmaps aimed at unlocking every resource to realize the aspiration of double-digit economic growth.

Goal of double-digit growth

Two weeks after the 14th National Party Congress closed on January 23, the Government convened its monthly meeting for January. Chairing the meeting, Prime Minister Pham Minh Chinh introduced the guiding slogan: “One goal, two guarantees, three contributions, four no’s, five transformations, and six clarities.” These figures are not symbolic, but a clear and concrete message about governance and administration.  

The Prime Minister said: "The guiding spirit is to make the greatest possible effort and take decisive action in implementing this approach. One goal is the goal of achieving double-digit growth; two guarantees include ensuring development for stability and stability for development and ensuring security, safety, and public well-being; three contributions are contributions from the people, the State, and businesses; four no’s include no wasting a single day, no delays in a week, no missed opportunities in a month, and no passivity over a year; five transformations are green transformation, digital transformation, resource optimization, smart management and governance, and harmonizing the interests of the State, the people, and enterprises; and six clarities include clear responsibilities, clear tasks, clear accountability, clear authority, clear timelines, and clear outcomes."

Most notable is the spirit of the “four no’s”, underscoring urgency and determination. The Prime Minister made it clear that every delayed decision comes at the cost of national competitiveness. Accordingly, 264 key tasks and projects have been assigned with KPI-based accountability for leaders of ministries and agencies.

The 2026 Government is also demonstrating a truly “enabling” role. Ministries, sectors, and localities have urgently finalized plans to implement Government Resolutions 1 and 2. More than 30 reports are being prepared, including 15 draft laws and resolutions for submission to the first session of the 16th National Assembly. Preparations are also underway for key proposals under the working programs of the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, ensuring both progress and quality.

Action at local level

Following the conclusion of the 14th National Party Congress, Hanoi organized an online conference connecting 1,600 sites nationwide, to disseminate the Congress Resolutions to more than 1.6 million Party members.

Delivering on its commitment “Hanoi’s words come with fast, right, effective action”, municipal Party Secretary Nguyen Duy Ngoc outlined five strategic directions, two of which are reorganizing urban space toward a multi-polar model and leveraging culture as a form of “soft power”. The same spirit was emphasized by Hanoi’s Deputy Party Secretary Nguyen Van Phong at the 14th National Party Congress.          

"Hanoi’s development strategy focuses on innovation, with science, technology, and digital transformation serving as the primary growth drivers. The city aims to reorganize urban space toward a multi-centered, multi-polar, multi-layered model with green harmony, climate resilience, and improved quality of life. Culture is positioned as soft power. The city aims to preserve and promote a thousand years of heritage, placing people at the center, and leveraging Thang Long–Hanoi culture to create a distinctive competitive advantage. At the same time, Hanoi seeks deeper global connectivity to become an international city and a hub for global talent and intellectual capital, while pioneering development models that can be tested, replicated, and scaled nationwide," said Phong.

Thai Nguyen province is moving forward with its public investment disbursement roadmap, targeting at least 50-60% disbursement before June.

Vu Dinh Tien, Deputy Director of the provincial Project Management Board for Civil and Industrial Construction, said: "The Project Management Board is accelerating the preparation and approval of investment proposals and projects to ensure immediate implementation once capital is allocated. From the beginning of the year, detailed monthly and quarterly plans have been developed, with the goal of disbursing 100% of the allocated capital in 2026."

Vietnam’s journey of renewal in the new era will leave no one on the sidelines. With strong determination on the part of the Government, pioneering efforts by major growth engines like Hanoi, and substantive action from localities like Thai Nguyen, people have every reason to believe that the goal of double-digit growth will be reached.
