Making AI a driver of safe, sustainable development

(VOVWORLD) - The Vietnamese Party and State have always paid special attention to ensuring cybersecurity and safety, considering it a prerequisite for sustainable development. Safer Internet Day on February 10 aims to raise public awareness and reaffirm Vietnam’s consistent approach to the development and application of artificial intelligence (AI), which is human-centered and ensures transparency, fairness, and respect for privacy.

AI has become a competitive advantage for nations worldwide. In Vietnam, technology and AI are playing an increasingly important role in all aspects of life and in all economic sectors, while continuing to operate within a clear legal framework and established ethical standards.

Vietnam a model of AI application

In Vietnam, Party and State guidelines and policies on digital transformation and innovation place AI at the core, enabling it to penetrate key sectors, in order to improve productivity, enhance governance efficiency, and create new growth drivers for sustainable development.

The Vietnam Digital Economy Report released by Google, Temasek, and Bain & Company says Vietnam’s digital economy in 2025 reached an estimated value of 39 billion USD, up 17% year-on-year, the fastest growth rate in Southeast Asia. Vietnamese e-commerce ranks second in ASEAN in both scale and growth rate. Digital finance and digital search are also expanding rapidly. Vietnam currently leads ASEAN in the level of AI adoption and trust. Mobile internet speed in Vietnam in 2025 ranked among the world’s top 20, and Vietnam placed 16th in the Global Cybersecurity Index.

AI is now being used in Vietnam’s key economic sectors to improve economic governance and macroeconomic management. The development of digital government, digital economy, and digital society is closely linked with AI applications in tax administration, customs, transportation, healthcare, and education, enhancing transparency, efficiency, and forecasting capacity in policymaking.

Vietnam’s strong AI application in economic development shows its determination to seize opportunities in the technology era. To make AI a new key growth driver, Vietnam has been steadily improving its institutional framework, with the first AI Law as a milestone.

Tran Van Son, Deputy Director of the National Institute of Digital Technology and Digital Transformation of the Ministry of Science and Technology, said: “The AI Law has two objectives: filling legal gaps to manage emerging challenges, and shifting from a passive mindset to a proactive, enabling approach. The law specifies Party guidelines for making AI a core economic growth driver. The AI Law is a regulatory tool as well as a strategic commitment to mastering technology, protecting people, and build a safe, humane digital future.”

Developing AI in a safe, responsible manner

Vietnam aims to resolve two questions: “How fast should AI develop?” and “How can AI be developed safely and responsibly?” Cybersecurity is a prerequisite for AI to deliver sustainable value. Tran Minh Tuan, Director General of the Department of Digital Economy and Digital Society of the Ministry of Science and Technology, said: “Information security is indispensable. People must be protected at a basic level. ‘Basic level’ means safe online browsing, no spam calls, no spam messages, and no scams. We must deploy basic anti-malware software, and ensure information security on national digital platforms from the design stage. That means only putting into use digital platforms that fully meet legal requirements on cybersecurity and information safety.”

In Vietnam, promoting AI applications and ensuring safe AI-driven development are inseparable things. When safety and human rights are placed at the center, AI can fully promote its value in economic growth, social progress, and a sustainable digital future.
