“This is a major decision and an urgent campaign, requiring drastic and coordinated action from all levels, sectors, and localities to ensure the progress, quality, effectiveness, and safety of each project, so that every school is built to be truly sustainable. School construction must be linked to building a modern and comprehensive educational environment.
