(VOVWORLD) -Cao Bang, a border and mountainous province, needs to transform difficulties into driving forces, its location into a strategic advantage, and its cultural and historical values into resources for development, Party General Secretary To Lam said on Wednesday.

During a working session with the Provincial Party Committee as part of his trip to Cao Bang, General Secretary Lam said that given Cao Bang’s low starting point for development, harsh natural conditions and limited infrastructure, every development decision must stem from the very specific conditions of the locality.
Growth model reform, technological application, digital transformation, business environment improvement, leadership style reform, and staying close to reality will be decisive in the new development phase.
“It’s imperative to restructure the development model towards ‘efficiency-productivity-happiness’ and decisively break away from old ways of thinking. Cao Bang has correctly identified a fundamental shift, which is moving strongly from a growth model primarily based on capital and labor to one that uses efficiency, productivity, income, and the people’s quality of life as measures of leadership capacity and development quality. This is the right choice and should be persistently pursued,” said General Secretary Lam.

The Party leader urged Cao Bang to focus on developing culture and society, education, healthcare, welfare, and people's lives, creating new breakthroughs based on science and technology, innovation, and digital transformation in line with Resolution 57 of the Politburo. He stressed national defense and security, foreign relations, and management of a border of peace, stability, cooperation, and development, while building a strong provincial Party committee and considering Party building as a prerequisite for all breakthroughs.
Afterwards, Party General Secretary To Lam joined a get-together where he talked with people from all walks of life and ethnic minorities in Cao Bang province.
