Mr. Chinh said building institutions, one of the three strategic breakthroughs the Party envisions for the 2021-2026 tenure, is a key task necessary to leverage resources for rapid and sustainable socio-economic growth.
Mr. Chinh enumerated other requirements of the law-building process: strengthening discipline, ensuring progress and quality, minimizing administrative procedures, reducing compliance costs for citizens and businesses, controlling power, addressing emerging issues, and mobilizing resources for development.
He also pointed out shortcomings and limitations that must be promptly dealt with, in particular delays in the drafting process, the poor quality of some drafts, and delays in issuing documents to guide the implementation of new laws.
