The plan aims to comprehensively modernize Vietnam’s national digital cultural ecosystem, preserving and promoting a rich, distinctive, and innovative cultural identity while proactively integrating into the global cultural landscape. It also seeks to position digital culture as a new driver of sustainable development, boost cultural industries, and expand the digitization and effective sharing of cultural resources.

By 2030, the plan targets the establishment of shared digital platforms across 100% of cultural sectors. All digitized cultural heritage will be standardized under a national data framework and shared in accordance with regulations. At least 80% of intangible cultural heritage in ethnic minority communities is expected to be digitized and stored in specialized cultural databases.

The plan also aims to ensure that at least 75% of people in remote, border, and island areas and 80% of communes in ethnic minority and mountainous regions can access and participate in cultural activities in the digital environment.

Looking ahead to 2045, Vietnam envisions a fully developed, smart, and highly interactive digital cultural ecosystem that both preserves national identity and promotes Vietnamese culture globally. Cultural and creative industries are expected to contribute around 9% of GDP, with digital cultural products accounting for over 80% of total cultural industry output.
