Opening the article, the Prime Minister affirmed the great success of the 14th National Party Congress, which has inspired renewed aspirations, strengthened confidence, and created fresh momentum for national development.
Reviewing the 2021–2025 term, the Prime Minister highlighted the resilience of the Party, people, and armed forces in overcoming major challenges and achieving significant accomplishments. These include effectively controlling the COVID-19 pandemic while promoting socio-economic recovery and development. Vietnam was among countries with the highest growth rates in the region and globally, while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances.
He also underscored the revolution to reorganize the country, streamline the political system and the two-tiered local administration apparatus, coupled with the acceleration of administrative procedure reform, decentralization, and delegation of power. Vietnam's position and prestige in the international arena have been enhanced; and a peaceful and stable environment for national development has been preserved.
Looking ahead to 2026, the first year of the new term, the Prime Minister said the country is entering a new phase of opportunity. The Government, administrations at all levels, sectors, and localities must effectively mobilize of all resources, maker greater efforts with renewed thinking, innovative approaches, and breakthrough solutions to achieve double-digit growth.
According to the Prime Minister, institutions must go ahead, pave the way, and become a national competitive advantage. He stressed the need to focus on completing and improving the quality of the institutional and legal system to ensure it is comprehensive, coordinated, modern, internationally integrated, relatively stable, and forecast-capable, serving both state management requirements and development promotion, develop in-depth financial markets associated with upgrading the stock market, promote the corporate bond market, the gold market, and the real estate market in a transparent and healthy manner, and accelerate the operation of the international financial centre and the development of free trade zones and new business models.
It’s also important to focus on economic restructuring and improving the quality of human resources, promote high-quality workforce and vocational training in key and strategic sectors and occupations, step up foreign language education, making English a second language in schools; promote integrated education approaches (STEM, STEAM), scientific research, digital skills development, artificial intelligence (AI) capabilities.
Infrastructure development remains a priority, with a focus on modern, smart, and highly connected systems, including green energy, digital infrastructure, data centers, urban systems, and climate-resilient projects. Vietnam aims to complete over 5,000 kilometers of expressways and the Lao Cai–Hanoi–Hai Phong railway before 2030, while expediting a North–South high-speed railway and launching nuclear power projects to ensure long-term energy security.
The Prime Minister also called for strengthening science, technology, and innovation capacity, with ambitions to lead among upper-middle-income countries in key sectors, including semiconductors, robotics, automation, AI, advanced materials, and biotechnology.
He emphasized bolstering national defense and security, while advancing foreign affairs and international integration based on independence, self-reliance, diversification, and multilateralism. Vietnam aims to remain a trusted partner and responsible member of the international community, actively contributing to addressing global challenges and conflicts through cooperation and dialogue in the spirit of “solidarity creates strength, cooperation creates benefits, dialogue strengthens trust”.
In conclusion, Prime Minister Pham Minh Chinh expressed confidence that Vietnam will certainly overcome all difficulties and challenges, successfully implement the Resolution of the 14th National Party Congress, achieve the two strategic centenary goals, with the overarching viewpoint of double-digit growth associated with growth quality and sustainable development, and realize the aspiration to build a strong and prosperous country.
