General Le Duc Anh (01/02/1920 – 22/04/2019) was born in Loc An Commune, Phu Loc District, Thua Thien-Hue Province. General Anh joined the Communist Party of Vietnam on May 30, 1938. He was Minister of National Defense (1987-1991), Chief of the General Staff of the Vietnam People's Army (1986-1987), President of the Socialist Republic of Vietnam, Secretary of the 7th Party Central Committee, and Permanent Member of the 8th Politburo...

General Anh was one of few people to have experienced the patriotic wars from 1945 to 1989. He was in the fiercest battlefields and brought victories home. In the post of the Minister of Defense from 1987 to 1991, he played an important role in normalizing Vietnam's diplomatic relations with China and the US.

In early May 1988, Minister of National Defense General Le Duc Anh visited and encouraged officials and soldiers, who were fighting to safeguard national maritime sovereignty.

On May 7, 1988, Minister of Defense General Le Duc Anh attended the Vietnamese People's Navy’s 33rd founding anniversary (07/05/1955 – 07/05/1988) on Truong Sa (Spratly archipelago). By the the sovereignty border marker, the General vowed to protect the homeland and the Truong Sa archipelago of Vietnam.

General Le Duc Anh served as President of the Socialist Republic of Vietnam from September 1992 to September 1997. He presented gifts to children on the occasion of the 1994 Full-moon festival at the Hanoi Children's Palace.
