The Congress opened on Tuesday with the participation of 1,586 delegates, representing more than 5.6 million Party members nationwide.
In his opening address, State President Luong Cuong affirmed that the 14th National Party Congress embraces a profoundly historic mission of setting goals and orientations for the 2026–2030 term and deciding strategic issues shaping the future and destiny of the nation for decades to come.
Party General Secretary To Lam presented the report of the 13th Party Central Committee on the documents submitted to the Congress. His speech highlighted strategic vision, a spirit of innovation, and the requirement for strong and decisive action in the new development phase of Vietnam.

In the afternoon, during group discussions, delegates focused on analyzing major issues facing national development in the new period, including institutional improvement, administrative reform, science development and innovation, all aiming to achieve sustainable growth aligned with social progress and justice.
Acting Minister of Industry and Trade Le Manh Hung proposed the acceleration of the development of foundational and supporting industries.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep noted that as climate change increasingly affects socio-economic development, Vietnam must regard climate-change-response infrastructure as a key pillar of its national development strategy.
