Minister of Public Security Luong Tam Quang said the Resolution creates a legal basis to protect dynamic, creative officials who dare to think and act for the common good, free from corruption, waste, and negative practices. It will ensure the strictness of the law, with no forbidden zones, no exceptions, and hold the right person accountable for the right violation, and demonstrate the humanity and leniency of the Party and the State, he added.

“Firstly, no criminal liability will be pursued. Secondly, criminal liability will be excluded for those who suffer risks or losses due to the application of science, technology, innovation, and digital transformation. Thirdly, criminal liability will be temporarily suspended. And fourthly, criminal liability will be waived. For each criminal policy, the Resolution stipulates specific conditions for application. Furthermore, to implement these criminal policies, Articles 9 and 10 of the draft resolution stipulate the procedures for criminal proceedings and the procedures for the execution of criminal sentences,” Minister Quang said.

The Economic and Financial Committee's review basically agreed with the necessity of issuing the Resolution, but requested clarification on some specific policy mechanisms.
