He said the bills and proposed amendments must address persistent bottlenecks and urgent issues emerging from practice, while ensuring policy consistency, coherence and feasibility.

The Prime Minister stressed the need for stronger and more substantive decentralization, backed by adequate financial and human resources and supporting mechanisms. He called for genuine and comprehensive efforts to streamline administrative procedures and business conditions.

The legislative proposals cover a broad range of key areas, including taxation, securities, investment, national security, energy security, healthcare, labor, and weapons management.
