President Luong Cuong told the discussion that the draft revised law aims to improve human resource and public service quality for a lean and mean state apparatus.
“The key task is how to meet the demand for a streamlined and effective two-tier local government system. What works well at the provincial and communal levels should be maintained. Obstacles or inefficiencies must be resolved through legal reforms to improve the quality of public employees and ensure better connectivity between the public and private sectors,” Mr. Cuong said.
The deputies agreed with the draft law’s proposal to manage public employees based on job positions and supplements to their rights in professional and business activities, reflecting the spirit of reform in human resource management and use in accordance with the Party's guidelines and the requirements of current socio-economic development.
