During their discussion at the National Assembly’s first extraordinary session, deputies applauded the approach taken by the draft law, saying greater decentralization of urban administrations is in line with current development needs.
Nguyen Dai Thang of the Hung Yen delegation applaud the innovative spirit and development-oriented approach of the draft law, which introduces numerous breakthrough policies to accelerate decentralization and delegation of authority, and increase the proactiveness of urban administrations.
“The draft also promotes the socialization of public services, prioritizes on-site resettlement, and expands the autonomy of urban administrations. The provisions on principles for applying the law play a crucial role in removing institutional bottlenecks and laying a foundation for faster implementation of strategic infrastructure projects and new urban development models," said Thang.
Many deputies said decentralization, delegation, and authorization must clearly define the responsible authority, implementation arrangements, and corresponding legal responsibilities, giving local authorities greater flexibility in addressing emerging issues.
Mechanisms for transit-oriented development, special economic zones, regional connectivity, and the use of marine space should be viewed from the perspective of urban management and as tools for creating new growth drivers, they added.
