Addressing lawmakers at the National Assembly’s second session in Hanoi, Mr. Man outlined priorities for the 2026–2027 socio-economic development agenda, state budget and public investment.

He called for a shift towards growth driven by higher productivity, greater investment in strategic infrastructure and energy security, and breakthroughs in science and technology, innovation and digital transformation.

He also stressed the need to improve policy implementation and remove bottlenecks in land management.

For 2027, the top legislator called for more flexible allocation of public investment and urged authorities to make international financial centres in Ho Chi Minh City and Da Nang fully operational.

He also called for turning scientific and technological advances into practical products and strengthening domestic industries and the marine economy. He warned that the delayed effects of economic shocks in 2026 must be factored into economic planning for 2027.
