(VOVWORLD) - The 14th National Congress of the Communist Party of Vietnam held discussions on Congress documents on Wednesday, with State President Luong Cuong presiding.

Deputy Prime Minister Pham Thi Thanh Tra presented a keynote paper on building a development-oriented, integrity-driven Government that acts decisively and serves the people.
The Deputy Prime Minister stressed that, in line with the spirit of the Resolution of the 14th National Congress, the Government will continue to make every effort to fulfill its mission of facilitating development, upholding integrity, acting decisively, and serving the people.

She outlined six key tasks, with a strong focus on making further breakthroughs in building and perfecting institutions in order to unlock resources for development. This is regarded as the “breakthrough of breakthroughs” and a core element of national competitiveness.
Ms Tra said: "Institutions must shift from a management-oriented approach to one that facilitates and serves development, reduces compliance costs for citizens and businesses, and inspires in society aspiration, confidence, and a strong will to advance."
"Vietnam must accelerate industrialization and modernization, restructure its economy, and vigorously renew its growth model. Science and technology, innovation, and digital transformation will serve as key driving forces, and high-quality human resources will be the core factor in fostering new growth engines. The Government will also focus on strengthening strategic autonomy, developing foundational and spearhead industries, and strongly promoting the digital economy, green economy, circular economy, and knowledge-based economy," said Deputy Prime Minister Pham Thi Thanh Tra.
Priority will be given to building a modern strategic infrastructure to open up new development space, while continuing to refine social policies to ensure equity, inclusiveness, and sustainability.
The Deputy Prime Minister said the spirit of the 14th National Congress will serve as a powerful driving force and core value, enabling the Government, together with the entire Party, people, and armed forces, to swiftly translate the Congress’s Resolution into reality.
