Dr. Nguyen Hong Son, President of the Union of Vietnamese Associations in Japan, said: “The Party leader’s speech provides a profound review of the 13th National Party Congress term, and opens up a long-term strategic vision for the country’s new development phase. The speech is built around three consistent core arguments. First, it affirms the Party’s mettle, leadership capacity, and prestige during the 13th Congress term. Second, it establishes a new set of development perspectives for the 2026-2030 period and a vision toward 2045. Third, it places strong emphasis on implementation. In my view, these three arguments represent an important advance in leadership thinking and national governance.”

Sharing the same view, Phan Xuan Hieu, CEO of Akira Japan, said: “I was strongly impressed with the alignment of national development goals with the modernization process, identifying science and technology, innovation, and high-quality human resources as key driving forces. In particular, the emphasis on the role of the private sector and encouragement for its development has created strong confidence and motivation for the business community at home and abroad, including overseas Vietnamese entrepreneurs.”

Overseas Vietnamese intellectuals and entrepreneurs in Japan agreed that General Secretary To Lam’s speech is a guiding framework for the new term, and a foundation for Vietnam to realize its development aspirations toward 2045.
