In an interview with the Voice of Vietnam, Mr. Ngoc said the 13th National Party Congress and 40 years of national renewal have brought about important, comprehensive, breakthrough achievements that have reaffirmed Vietnam’s resilience, intellect, and strong aspiration for development.

In 2025, for the first time in many years, Hanoi not only completed but exceeded all 24 of its key socio-economic targets. The capital city’s gross regional domestic product grew 8.16%, surpassing its target of 8%, Mr. Ngoc said.

“Hanoi is building different scenarios for achieving double digit growth – at least 11% – this year, while ensuring long-term stability," Mr. Ngoc noted.

The city is accelerating investment in digital infrastructure, smart urban areas, urban railways, and green, digital, and circular economy models, and has an action plan to implement the Politburo’s Resolution 57, according the Secretary.

“These are systematic steps to support Hanoi’s own development and the country as a whole. Hanoi aims to grow sustainably, become a livable and globally connected city, and live up to its role as the national center and leading force,” he said.
