As Vietnam implements the foreign policy outlined at the 14th National Party Congress and in Politburo Resolution 6, these visits have helped to translate high-level political commitments into substantive cooperation, with institutional and legislative reform and stronger value-chain connectivity emerging as key drivers.
Parliamentary diplomacy promotes cooperation agreements
Mr. Man’s visit to the RoK as the first international guest of newly elected National Assembly Speaker Cho Jeong Sik has given concrete effect to the Joint Declaration on the Comprehensive Strategic Partnership between Vietnam and the RoK and the Memorandum of Understanding on cooperation signed in November 2025.
During talks with National Assembly Speaker Cho, a meeting with Prime Minister Han Seong Sook, and working sessions with leading economic groups, including Samsung, LG, Hyosung, Doosan Enerbility, Lotte, Hyundai Motor, and Hanwha, the Vietnamese top legislator delivered a strong message: “Vietnam is committed to creating a transparent and stable legal environment and is ready to welcome high-tech investment.”
Mr. Man’s visit to Mongolia, the first in 23 years by a Vietnamese National Assembly President, opens a new path for bilateral ties. The signing of MoUs between the two legislatures and their offices institutionalised the Comprehensive Partnership framework established in 2024. The two sides agreed to support joint research and initiatives toward the development of digital parliamentary solutions to improve the efficiency and quality of parliamentary activities.
Deputy Foreign Minister Nguyen Minh Vu said prior to the visits, “High-level parliamentary diplomacy will create a favorable legal corridor for cooperation and a channel for promoting the implementation of cooperation agreements and sharing practices in lawmaking, institutional reform, and national governance. It also helps turn political commitments into substantive cooperation that benefits people and businesses.”
Repositioning Vietnamese businesses in semiconductor and AI projects
Mr. Man’s visits to the RoK and Mongolia represented current efforts to enhance the position of Vietnamese businesses in global value chains.
In the RoK, NA President Man encouraged Korean corporations to expand their investment in infrastructure, green energy, and data centers. He called for a “Vietnam-Korea Supplier Connection Program” to help Vietnamese businesses deepen their participation in supporting industries, precision engineering, printed circuit boards, automation equipment, and embedded software. The two countries’ businesses were urged to partner in R&D and shift from the model of “Korea invests – Vietnam supplies” to joint research, development, and commercialization.
Mr. Man’s meeting with representatives of the Vietnamese Innovation Network and Vietnamese experts in Seoul was strategically important. The Network, supported by the National Innovation Center, brings together 2,000 experts for technology cooperation. The National Assembly’s commitment to listening to their views, establishing regulatory sandboxes, and accepting controlled scientific risks is seen as key to removing bottlenecks and rapidly turning R&D results into production.
Lee Hong Bae, Director of the Vietnam office of law firm Yulchon, said, “Vietnam’s commitment and strong determination to pursue reform, openness, and economic development are major advantages. These policy directions have sent clear and positive signals to the investment community. Vietnam is continuously accelerating administrative reforms and implementing large-scale infrastructure projects to create the best possible conditions for business development.”
The overall success of NA President Tran Thanh Man’s official visits to the RoK and Mongolia reaffirmed Vietnam’s proactive, flexible,and constructive approach to parliamentary diplomacy. By connecting legislative institutions with cooperation needs, the visits have strengthened political trust, opened up new development space, bolstered partnership frameworks, and contributed to Vietnam’s rapid and sustainable development.
