14th National Party Congress: Continuing the development journey

(VOVWORLD) - The 14th National Congress of the Communist Party of Vietnam, held under the motto “Unity – Democracy – Discipline – Breakthrough – Development,” concluded with great success, opening a strategic vision for the nation’s path toward sustainable development. This particularly important political event marks a strategic transition in Vietnam’s development process.

Held from January 19 to 23, the Congress completed its entire agenda one and a half days ahead of schedule, sending a clear message of political stability, internal unity, and firm commitment to reform and development in the new phase.

Foundational decisions

The profound significance of the Congress lies in its historic responsibility to adopt foundational decisions that will serve as a launchpad for successfully realizing the country’s two centennial strategic goals.

The Congress set out major objectives: maintaining a peaceful and stable environment; achieving rapid and sustainable development; comprehensively improving people’s living standards; enhancing strategic autonomy, self-reliance, confidence; and advancing strongly into a new era of national development.

It aims to achieve by 2030 the goal of becoming a developing country with modern industry and upper-middle income, and by 2045 to realize the vision of a developed, high-income country - a peaceful, independent, democratic, prosperous, civilized and happy socialist Vietnam.

The Congress documents set a target of average GDP growth of over 10% annually during the 2026-2030 period, with GDP per capita reaching approximately 8,500 USD by 2030.

They identify 12 orientations, six key tasks, and three strategic breakthroughs, focusing on institutions and implementation; human resources; and synchronized, modern infrastructure.

Key strategic orientations include improving development institutions and the law-governed socialist state; establishing new growth models; promoting science and technology, innovation, and national digital transformation as central drivers; strengthening national defense, security, and foreign affairs; and harnessing national unity as the foundation of national strength.

The new growth models identified as guiding principles for sustainable development include the knowledge economy, digital economy, green economy, and circular economy. The state economy is assigned a leading role in ensuring macroeconomic stability and strategic orientation, while the private sector is identified as a most important driver of the economy, with property rights, freedom of business, and a healthy competitive environment safeguarded.

The Congress documents also set out specific requirements, including attracting and valuing talent; product-based evaluation; flexible financial mechanisms; public-private partnerships; and the commissioning of scientific tasks aligned with development needs.

“The documents adopted at the Congress truly crystallize the intellect, will, innovative thinking, aspiration to rise, and great determination of the entire Party, people, and armed forces in national construction and defense. They set out major and critical tasks that are both urgent and long-term, reflecting the unified resolve of the entire Party, people, and armed forces to steadfastly realize the lofty goals set forth in the Political Report,” General Secretary To Lam said at the closing session of the Congress.

United in advancing national development

The Congress elected the 14th Party Central Committee, comprising 200 members. The new Central Committee unanimously re-elected To Lam, General Secretary of the 13th Party Central Committee, as General Secretary of the 14th Party Central Committee. This outcome reflects a high degree of unity within the Party, ensuring stability and continuity in leadership as Vietnam enters a new stage of development.

The Congress documents require that all goals be translated into concrete programs with measurable targets, clear timelines, and clearly defined responsibilities.

“In line with the spirit of the Congress, we will continue improving institutions and socio-economic infrastructure to pave the way for development, especially multimodal transport infrastructure, digital infrastructure, and data infrastructure, while accelerating investment in Gia Binh International Airport and developing industrial parks,” said Pham Hoang Son, Chairman of the Bac Ninh Provincial People’s Committee.

Nguyen Hoang Giang, Chairman of the Quang Ngai Provincial People’s Committee, said industry will remain a key growth driver for the province, anchored by pillars such as the Binh Son Refinery, the Dung Quat Economic Zone, and supporting and specialized industries.

“The marine economy and coastal urban development will be integrated with tourism and services to create new development space. Quang Ngai aims to become an important growth pole for the central and Central Highlands regions,” he said.

The overarching spirit of the 14th National Party Congress term is to ensure strategic autonomy, seize opportunities, harness unity and determination to overcome challenges, strongly rekindle development aspirations, turn will into action and decisions into concrete results, and ensure that words are matched by deeds, taken promptly, correctly, resolutely, thoroughly, and effectively.

With renewed momentum and strength, the outcomes of the Congress have reinforced confidence, consolidated determination, and ignited aspirations to lead the country into a bright new era of development.
