Resolutions adopted at the 14th National Party Congress demonstrate a strategic vision, affirming the two centennial strategic objectives that Vietnam is determined to achieve: to become a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country by 2045.

People’s aspiration

Ahead of the Congress, its draft documents attracted nearly 14 million comments from people of all social strata at home and abroad, reflecting strong expectations for improved quality of life, sustainable employment, respect for traditional culture, and development opportunities for future generations. This is a clear indication that the “centennial aspiration” is not an abstract concept in papers, but a profound desire of the people for a long-lasting prosperous, civilized, and happy society.

This aspiration is clearly reflected in the theme of the Congress “unity and consensus to successfully achieve national development goals through 2030; with strategic autonomy, self-reliance, resilience, and confidence, advancing strongly into the era of national development.” This is the clearest evidence of harmony between the Party’s will and the people’s aspiration.

The aspiration is not confined to growth indicators or income targets. The Congress documents’ repeated emphasis on peace, independence, democracy, prosperity, and happiness reflects the Party’s recognition of the role of spiritual values and internal strength in building a sustainably prosperous country - one that develops its people comprehensively, preserves cultural identity, and engages the international community on the basis of peace and independence.

“I’m impressed the most by the emphasis on the central role of people and the aspiration for a prosperous and happy nation, in which economic development must be closely linked with social progress, cultural preservation, and improvements in people’s quality of life. This is a development objective, a declaration of values, which demonstrates the consensus between the Party’s ideals and the people’s aspirations,” said Dr. Tran Hai Linh, Chairman of the Viet Nam-Korea Business & Investment Association (VKBIA) and Founding Chairman of the Viet Nam-Korea Experts and Intellectuals Association (VKEIA).

To realize the shared aspiration pursued by the Party and the people, the Congress’s resolutions aim to mobilize all resources and place every entity in its rightful position and role, so as to fully unleash its potential.

“The 14th National Party Congress opens up a new approach to talent and intellectuals. Overseas Vietnamese intellectuals are positioned as co-creators of policy, not merely external advisors. As long as these commitments are upheld consistently, we are ready to devote our credibility, careers, and international networks to national development,” said Ta Thuy Lien, Head of the Liaison Board of the Vietnamese community in Singapore.

Writer Chu Lai shared his views, “This aspiration does not belong exclusively to any single generation. The predecessors and today’s generation carry within them national pride. Therefore, no matter how difficult the future will be, Vietnamese people will continue to uphold the heroic spirit of four thousand years of history to advance forward as our forefathers did, for national rise and prosperity.”

Confidence in success

To turn aspiration into reality, it’s necessary to take action. The 14th National Party Congress is a Congress of action. For the first time, the Party has incorporated an action program into the Political Report, specifying the principle that every individual and organization within the Party must associate their responsibility with concrete actions, and that work effectiveness and public satisfaction are the foremost measures of policy success.

“Resolution 79 on state-owned enterprises gives us the confidence to expand into larger overseas markets and to do things we previously did not dare to pursue,” said To Dung Thai, Chairman of the Vietnam Posts and Telecommunications Group (VNPT)l

Confidence in success is also grounded in Vietnam’s solid achievements during 40 years of renewal, while limitations have been honestly examined for correction and improvement.

“Experience from previous terms shows that implementation has often been the bottleneck, reducing the effectiveness of resolutions. The 14th National Party Congress has acknowledged this limitation and proposed institutional solutions to ensure coherence and synchronization from policy-making to implementation in order to reduce delays in practice. This is a noteworthy reform, reflecting strong political determination to translate strategic vision into concrete action,” said Dr. Ho Minh Son, Director of the Institute for Market Research and Development and Vice Chairman of the Vietnam Association of Craft Villages.

With the Party’s resolve and breakthrough thinking, the people’s confidence and determination, and the nation’s position and stature after 40 years of renewal, the centennial aspiration of Vietnam now has greater opportunities than ever to become reality. The 14th National Party Congress serves as the springboard to fulfill that aspiration.
