In recent days, people across Vietnam have turned their attention to the 14th National Party Congress, the historic event has shaped the strategic vision and action platform for Vietnam’s new development phase.

For Hanoi, hosting the Congress is an honor and also the highest political responsibility before the Party and the people.

“We are deeply aware that after 40 years of renewal, our country has accumulated sufficient strength and momentum to enter a new stage of development, an era of strong national rise. Hanoi, as the heart of the nation, must clearly and at the earliest, uphold the innovation spirit and realize the vision set out by the 14th Party Congress,” said Hanoi Party Secretary Nguyen Duy Ngoc.

The shared mindset of the entire political system and the people of the capital can be summed up in one word: ‘pioneering’, Mr. Ngoc noted. “We will be pioneering in swiftly and effectively translating the Congress’s decisions into real life.”

With its central role, Hanoi always takes the lead and sets an example in implementing the Party Central Committee’s guidelines and resolutions, thereby creating a ripple effect nationwide.

“Entering 2026, the first year of implementing the Resolution of the 14th National Party Congress, Hanoi has clearly defined its guiding principle of ‘Discipline and professionalism – Breakthrough and creativity – Efficiency and sustainability.’ This requires all levels and sectors to operate in a coordinated manner along four pillars of the Party, the People’s Council, the People’s Committee, and the Fatherland Front and its member organizations,” Mr. Ngoc said.

The city’s development model is being aggressively shifted from resource-based, extensive investment-driven growth toward growth centered on science and technology, innovation, digital transformation, and high-quality human resources, he added. 

With the motto of “breakthrough action and widespread impact,” Hanoi is developing scenarios aimed at achieving 11% growth or higher in 2026, while maintaining stable, sustained growth in the coming years.

Alongside Hanoi, Ho Chi Minh City has also moved swiftly to implement and concretize the requirements of the 14th National Party Congress, targeting rapid, sustainable development, with growth closely linked to improvements in people’s quality of life.

The city aims to become a civilized, modern metropolis and a dynamic regional innovation hub by 2030, with a vision toward 2045 of ranking among the world’s top 100 livable cities. It aspires to be a leading economic, financial, service, education, and healthcare center in Asia and an attractive global destination, with distinctive, sustainable development and a rich cultural identity.

“Ho Chi Minh City is a major locality and also a national growth pole. To fulfill this role, it must uphold discipline, improve the quality of its cadres, strongly reform administrative procedures, invest in strategic infrastructure, develop high-quality human resources, and nurture strong Vietnamese enterprises. Above all, people must be placed at the center, so that all development achievements ultimately serve to improve people’s lives,” said municipal Party Secretary Tran Luu Quang.

One of the highlights of the 14th National Party Congress documents is the establishment of a new growth model, with science and technology, innovation, and digital transformation identified as the primary drivers of rapid, sustainable development.

In addition to providing orientation, the documents are a call to action, requiring each locality to proactively think and act in concrete ways to join the nation in achieving strategic goals by 2030, with a vision to 2045. In response, localities nationwide have formulated programs and action plans.

“Based on the orientations of the 14th National Party Congress, Bac Ninh identifies science and technology, innovation, and digital transformation as key drivers, the people and businesses as the center, culture as the spiritual foundation and source of internal strength, and discipline, order, effectiveness, and efficiency of the political system as the guaranteeing conditions. This is the pathway for Bac Ninh to achieve rapid growth while maintaining a solid and sustainable foundation, enabling the province to become a centrally-run city before 2030,” Nguyen Hong Thai, Party Secretary of Bac Ninh province, said.

Nguyen Manh Hung, Deputy Party Secretary and Chairman of the People’s Council of Tay Ninh province, said: “We have identified three strategic breakthroughs. First is to focus on the development of science and technology, innovation, and digital transformation. Second is to improve institutions and developing human resources. Third is to develop infrastructure, especially transport infrastructure. In addition, Tay Ninh is mobilizing all resources for key projects to promote spillover development, while developing tourism into a spearhead economic sector.”

With strong political determination, renewed development thinking, and proactive, coordinated actions, localities nationwide are demonstrating serious preparation and readiness to realize the vision set forth by the 14th National Party Congress.

When major guidelines are translated into practical, creative, and effective actions at the local level, a solid foundation is built for the entire country to achieve breakthroughs, grow rapidly and sustainably, and fulfill the aspiration of building a strong and prosperous Vietnam in the years ahead
