Party leader To Lam presents the First-class Labor Order to the Ministry of Culture, Sports, and Tourism, Hanoi, August 23, 2025.

Presenting the First-class Labor Order to the Ministry of Culture, Sports, and Tourism, the Party leader emphasized that Vietnam is building an advanced culture imbued with national identity, with people at the center as both the subject and driving force of development.

He noted that the country is advancing the cultural industry, establishing a healthy cultural market, fostering cultural environments and lifestyles, and promoting national, family, and individual values.

The Party General Secretary urged a thorough understanding of the Party and State’s strategies that place culture on an equal footing with economics, politics, and social affairs.

The cultural industry and creative economy must become a new pillar of growth, he said, stressing the need to improve institutions for the cultural market, financial mechanisms, and tax, credit, land, and investment policies.

“It is crucial to encourage cultural enterprises and innovative start-ups; build digital infrastructure for the production, distribution, and consumption of cultural products; and establish creative industry clusters and ‘cultural valleys’ linked with major cities and tourism hubs,” Party leader Lam noted.
