The vote was held at the first session of the 16th National Assembly in Hanoi on Tuesday with a unanimous endorsement of 495 out of 495 votes in favor.

After being elected, General Secretary and President To Lam took the oath of office. “Under the sacred red flag with a yellow star of the Fatherland, before the National Assembly, the people and voters, I, President of the Socialist Republic of Vietnam, swear absolute loyalty to the Fatherland, to the people, and to the Constitution of the Socialist Republic of Vietnam. I will strive to fulfill all the tasks entrusted to me by the Party, the State and the people.”

In his inaugural speech, the top leader said assuming the post of Party General Secretary and President of Vietnam is an extremely great honor, a sacred and noble responsibility and duty, and also represents the trust and expectations of the entire Party, people, and army in the head of the Party and the State.

General Secretary and President Lam pledged to steer the ship of revolution through all storms and rough seas to reach its destination soon, fulfilling President Ho Chi Minh's aspirations and the nation's dream of "The entire Party and people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause."

“My top priority as General Secretary and President of the Socialist Republic of Vietnam is to maintain a peaceful and stable environment, promote rapid and sustainable national development, improve all aspects of people's lives, so that people can enjoy all the fruits of development, and raise Vietnam's contribution to peace, stability, development, and progress in the region and the world. Together with the entire Party, army, and people, we will focus on building a socialist rule of law state, an autonomous and strong economy, a comprehensive and modern national defense and security, a lean and mean political system, and a developed, united, cultured, and humane society.”

Also on Tuesday morning, the National Assembly approved the Resolution on the organizational structure of the Government for the 2026-2031 term.
