According to the deputies, Law on Legal Aid not only positively impacts fairness in access to justice but also reflects the socio-economic development of the country. The ultimate goal of the policy is the effective protection of the legitimate rights and interests of those receiving legal aid, said deputy Cao Thi Xuan from Thanh Hoa province. She argued that the focus should shift from ensuring the availability of services to ensuring the quality of those services:

“From our local experience, we see that people not only need assistance, but need to be assisted to the end, with their rights protected in a substantive way. Otherwise, trust in justice will be affected. That’s why I propose that the draft law should pay more attention to legalizing the criteria for the quality of legal aid services. It should research an independent evaluation mechanism and assign specific responsibilities to those providing legal aid, thereby ensuring substance and avoiding formality,” Xuan added.
