Deputies agreed with the proposal, which they said will encourage households and individuals to invest in agriculture and contribute to building new rural areas.

Some deputies stressed the need to classify tax-exempt subjects to ensure fairness and the right target of the support policy. Agricultural land tax exemption should focus on those who directly involve in agricultural production, cooperatives and households practicing sustainable farming, organic agriculture, or clean agriculture.

Thach Phuoc Binh, National Assembly deputy of Tra Vinh province, said, “Tax exemptions should be provided to those directly engage in agricultural production, and tax rates should be reduced or maintained for organizations and individuals who do not engage in agricultural production or do not have effective farming activities."

"Tax exemptions should be accompanied by constraints, such as not leaving land fallow for more than 12 months, using it for the right purpose, having a clear contract if subleasing it, so as to avoid wasting national resources and improve land use efficiency."

Each year, agricultural land tax exemptions are worth 305 million to 349 million USD. Tax exemptions help stabilize agricultural output, ensure food security, improve farmers' incomes and support the new rural development program.
