He emphasized four major orientations for the Party Committee to focus on to improve the quality of strategic advisory work, meeting the higher requirements of the leadership and direction of the Party Central Committee in the new situation.
“Special attention must be paid to maintaining and promoting solidarity and unity within the Party, and more broadly, to serve as the core to maintain solidarity and unity in the entire political system and the whole society."
"Strictly follow the principles of Party organization and activities; uphold democracy coupled with Party and State discipline; renew and improve the quality of Party cell activities."
"Adhere to strict discipline and order, enhance deterrence, and prevent violations; shift the Party's inspection and oversight methods from "passive" to "active", ensuring that there are no "dark areas" or "gaps" that inspection and oversight cannot reach."
"Party agencies must set an example in preventing and combating corruption, negativity, vested interests, bureaucracy, and distance from the people; the Party apparatus must be kept truly clean, lean and mean.”

The first Congress of Party Committee of Central Party Agencies was attended by 293 official delegates representing more than 8,700 Party members from 14 subordinate Party organizations.
