Institutions must go first, pave the way for breakthroughs in development, maximize potential, advantages, and creativity, and meet the requirements of speeding up industrialization, modernization, and international integration, PM Chinh said.

He urged the judiciary to remove obstacles in institutions and laws, make breakthroughs in mobilizing and effectively use all resources, and create momentum for the country to steadily enter the new era.

“I request the judiciary to focus on implementing the "5 pioneers". Pioneer in comprehensively perfecting institutions, speeding up progress, and improving the quality of law-making. Pioneer in removing obstacles in legal regulations based on practical requirements. Pioneer in reviewing, systematizing, and codifying. Pioneer in decentralizing and delegating powers in law-making and law enforcement. And pioneer in popularizing and educating the law,” Mr. Chinh said.

At the ceremony, Prime Minister Pham Minh Chinh presented the First Class Labor Order to the Ministry of Justice. Deputy Prime Minister Le Thanh Long presented the Third Class Labor Order to the leaders of the Ministry of Justice for their outstanding contributions to law-making and enforcement.
