The Emir Sheikh affirmed that Vietnam holds a strategic position in Kuwait’s foreign policy, and expressed his desire for the two countries to expand cooperation in economy–trade–investment, food security, and science–technology, as well as to coordinate at international issues. He emphasized that, in its capacity as Chair of the Gulf Cooperation Council, Kuwait attaches great importance to strengthening cooperation between the GCC and Vietnam and ASEAN, considering Vietnam a strategic gateway for expanding cooperation with ASEAN.

Prime Minister Pham Minh Chinh proposed nine key areas for future cooperation. These include: enhancing political trust between the two countries and actively exchanging high-level delegations; strengthening the energy cooperation pillar and expanding oil and gas collaboration; creating breakthroughs in investment, with a request that the Emir Sheikh directs the Kuwait Investment Authority to increase investment in Vietnam, particularly in the Ho Chi Minh City International Financial Center project; vigorously promoting trade; and calling on the Emir to support the early negotiation and signing of the Vietnam–GCC Free Trade Agreement.

Mr. Chinh also proposed early negotiations on a food security assurance agreement and projects to support the development of the Halal ecosystem in Vietnam; boosting cooperation in defense and security, including the development of dual-use defense equipment such as UAVs, and expressed Vietnam’s desire to strengthen cybersecurity cooperation with Kuwait; expanding cooperation in science and technology, innovation, and digital transformation across sectors; and promoting tourism cooperation, people-to-people exchanges, labor cooperation, culture, sports, and education and training.

The Prime Minister affirmed that Vietnam stands ready to work with Kuwait to contribute to joint efforts to promote peace and reconstruction in the Middle East.

The same day, Prime Minister Pham Minh Chinh visited the Al-Zour Refinery and Petrochemical Complex and held a working session with the Kuwait Fund for Arab Economic Development.
