He made the remarks at a conference in Hanoi on Saturday reviewing two months of the new system.
The Prime Minister acknowledged that the initial phase still faces challenges, including personnel arrangements, infrastructure, finance, data digitalization, asset handover, and the allocation of public offices and facilities.
He called for accelerating institutional reform to develop long-term solutions and urged ministries, sectors, and localities to capitalize on new development opportunities created through the restructuring.
