During the meeting, Deputy Prime Minister Tran Hong Ha emphasized the need for a comprehensive law that aligns with the long-term development requirements of the railway system, as well as existing policies, mechanisms, and strategies.
The goal is to ensure the railway system effectively contributes to socio-economic development while maintaining safety, national security, and defense.
Mr. Ha said: “Safety regulations are crucial. The law must clearly define responsibilities in planning and infrastructure development, outlining the roles of both enterprises and the state. Furthermore, we need to establish technical standards, assign clear accountability, and develop policies for organization, human resources, and management, including mechanisms for operation, maintenance, and supervision.”
